US wants Syrian opposition shakeup to defeat Assad

ZAGREB, Croatia (AP) ? The Obama administration said Wednesday it would push for a major shakeup in Syria's opposition leadership so that it better represents those dying on the front line, can rally wider support and resist attempts by extremists to hijack the revolution against the Assad regime.

Speaking to reporters in Croatia's capital, U.S. Secretary of State Hillary Rodham Clinton said the administration was suggesting names and organizations that should feature prominently in any new rebel leadership that emerges from talks starting next week in Doha, the capital of Qatar.

She dismissed the Syrian National Council, a Paris-based group of regime opponents who have lived in exile for decades, saying its leadership days are over, even if it could still play a role. The council was viewed with suspicion by rebels who stayed in Syria and fought the regime of President Bashar Assad.

"This cannot be an opposition represented by people who have many good attributes but have in many instances not been inside Syria for 20, 30 or 40 years," Clinton said. "There has to be a representation of those who are on the front lines fighting and dying today to obtain their freedom. And there needs to be an opposition leadership structure that is dedicated to representing and protecting all Syrians."

The shift in policy reflects as much the failure of the SNC to win widespread political legitimacy as the Obama administration's desire to be seen playing a leading role in shaping an opposition capable of winning the support of frightened Syrian minority groups and replacing Assad.

Republican presidential candidate Mitt Romney has criticized the Obama administration for spending too much time trying to win support for a Syrian political transition plan at the United Nations, where Russia and China have protected Assad from three damning resolutions. And he has called for stronger U.S. leadership in forging a cohesive body to lead Syria from decades of dictatorship.

The Obama administration insists it is already guiding such efforts, but Clinton's words appeared to demonstrate that it was stepping up its leadership role. She said the talks next week were sponsored by the Arab League but stressed that she has been constantly strategizing with European and Arab partners on the best path forward.

"We have recommended names and organizations that we believe should be included in any leadership structure," she said. "We've made it clear that the SNC can no longer be viewed as the visible leader of the opposition. They can be part of a larger opposition, but that opposition must include people from inside Syria and others who have a legitimate voice that needs to be heard. So our efforts are very focused on that."

At least 36,000 people have been killed in Syria since March 2011, according to activists. The last 19 months have seen the Assad regime's brutal crackdown on dissent descend into a full-scale civil war, with the resistance initially led by secular-minded opponents at least rhetorically committed to democracy. But as the violence has worsened, the rebels have increasingly come under the sway of Islamist and extremist influences.

Getting the political strategy right is key for the Obama administration because it has ruled out U.S. military assistance to the rebels or an American military intervention in the form of airstrikes or enforcing no-fly zone over Syria. It insists that it would be unhelpful to provide weapons to a questionable cast of rebel formations that may later use them against Israel or American interests.

Clinton said it was no secret that many in Syria, especially minority groups, are fearful about the prospects of Assad's government being replaced by the Sunni-led opposition. For the good of the country, she said, they must be assuaged.

"They have no love lost for the Assad regime but they worry, rightly so, about the future," she said. "So there needs to be an opposition that speaks to every segment and every geographic part of Syria."

She added: "We also need an opposition that will be on record strongly resisting the efforts by extremists to hijack the Syrian revolution. There are disturbing reports of extremists going into Syria and attempting to take over what has been a legitimate revolution against an oppressive regime for their own purposes."

Clinton also expressed her regret, but lack of surprise, at the failure of a proposed four-day holiday cease-fire in Syria. Despite the government's reported commitment, she said, it "did not suspend its use of advanced weaponry against the Syrian people for even one day."

"The shelling of the suburbs in Damascus was as bad last weekend as at any time in the conflict," Clinton said.

She said the U.S. would continue to support the diplomatic efforts led by U.N. peace envoy Lakhdar Brahimi to convince Moscow and Beijing to "change course and support a stronger U.N. action." But she said the U.S. cannot wait in the meantime.

"Instead, our efforts and those of our partners in the EU and Arab League are focused on pressuring the regime," Clinton said. A key plank is "helping the opposition unite behind a shared, effective strategy that can resist the regime's violence and being able to provide for a political transition that can demonstrate more clearly than has been possible up until now what the future holds for the Syrian people once the regime is gone."

In Paris on Wednesday, Russian Foreign Minister Sergey Lavrov underscored that his government wasn't changing its position, warning that the violence in Syria could spread terrorism throughout the Middle East and that ousting Assad's government would lead to more bloodshed.

Sandy?s Punishing Waves Detected by Earthquake Monitor

As heavy surf hammered the Northeast Monday afternoon before Hurricane Sandy's landfall, the weather was peaceful in northern Pennsylvania.

At Keystone College, in the small town of La Plume, a seismometer scratched out a warning. Even more than 100 miles (161 kilometers) inland, the instrument picked up the power of waves churned by Sandy's winds.

While seismometers are meant to measure earthquakes, the instruments, which detect very subtle movements in the Earth's crust, also commonly record explosions, trucks on the highway and ocean waves crashing on the beach, said Ian Saginor, a professor and volcanologist at Keystone College who monitors the seismometer.

The instrument recordings show storm activity starting to ramp up around noon on Monday, Oct. 29, while Hurricane Sandy was still offshore of New Jersey. The back-and-forth swing of the needle broadens widely about six hours later, not long before the storm's landfall.

"That ramp-up is when the waves, the storm surge was coming in," Saginor told OurAmazingPlanet. "The ramp-up in Pennsylvania is happening long before any winds are getting there," Saginor said. "In Pennsylvania, there was no storm."

Saginor said he first noticed the instrument picking up storm waves during the Christmas blizzard in 2010 ? but only after the storm passed through.

"When I first noticed it, I didn't understand why our seismometer was so noisy," he said. Then he realized, "If a storm is traveling from west to east, the noise is going to ramp up after the storm passes over us and hits the coast. That's when the storm starts sending energy back," Saginor said.

Scary Change Management Definitions - End State Change ...

I found something SCARY for today!

Change management is an approach to shifting/transitioning individuals, teams, and organizations from a current state to a desired future state. It is an organizational process aimed at helping change stakeholders to accept and embrace changes in their business environment.[citation needed] In some project management contexts, change management refers to a project management process wherein changes to a project are formally introduced and approved.[1]

Kotter defines change management as the utilization of basic structures and tools to control any organizational change effort. Change management?s goal is to maximize an organization?s benefits and minimize the change impacts on workers and avoid distractions.[2]

Better to crawl into a cave of bats or lay on a bed of snakes or run through a tangle of spider webs than accept this definition of change management.

It is a fail because it makes CM seem like it is here to ?manage?.

No we do not ?shift? individuals, teams and organizations. (I picture a giant monster who lifts stakeholders up and sets them in a different place). We may help guide them to shifts. We may label something a ?transition? if that will help movement toward the end state. Basically individual choose to shift themselves. Maybe.

I am hereby erasing ?current state to future state? from my memory. When I wake up, after my self inflicted zap, I will stand up from the table and yell, ?I?m alive!!!!?. The WORST thing you can do when it comes to change is focus on the future in relation to the present. The second worst thing you can do is constantly remind yourself this is a ?desired? future. Think of an athlete visualizing a victory as a ?possible? outcome. They better have some real talent?

What you want is to see the present, past and path to an end state from the perspective of the end state. Stand out there and look back.

Accept change? So we are assuming all change has to be ?accepted?? And how do you go from ?acceptance? to embracement? Now THERE is a transition.

At least change the two words to understand and participate (in the) change.

(That next line is more commonly referred to as Change Control).

Don?t get me started on that screeching loud, horrifying Kotter definition. It sounds like Taylor-ism come to CM. Control CM? Really? And there is that word ?impact? again. That, short of ?at the end of the day?, has to be the most tired phrase in business. Distraction? Avoid distractions? Again, really?

I am sure I have many CM definitions buried inside this 730 posts and growing blog?

Here is another one (I don?t expect it to end up on Wikipedia):

Change Management is helping stakeholders to define end states for change, consider organizational history and the present from the perspective of the new future and create a path made up of individual expertise and effort to get to organizational benefit, growth and renewal.

Or something like that.

Minus the too-many-words, it just not seem as scary.

Be afraid of the Wikipedia change management definition.

NYSE to test new plan; trading floor undamaged by storm

REUTERS - NYSE Euronext said it plans to test a new contingency plan to help resume stalled U.S. equity trading, and added that its famed trading floor is not yet damaged by Sandy, one of the biggest storms to hit the United States.

U.S. stock markets will be closed for a second day on Tuesday, as Wall Street turns its attention to whether markets would be able to resume functioning on the month's final trading day on Wednesday.

Wednesday is a key trading day because it marks the end of the month, when traders price portfolios.

The bond markets will also close on Tuesday, with traders aiming to reopen on Wednesday.

Sandy forced the first weather-related shutdown of U.S. stock market in 27 years right in the middle of the earnings season, prompting dozens of companies to delay their quarterly results.

If the NYSE headquarters and trading floor are unavailable on Wednesday, trading in NYSE-listed securities will be executed on the Arca exchange, the exchange operator said in a notice issued to traders late Monday. (http://r.reuters.com/der63t)

NYSE Arca will offer firms the ability to test the opening and closing auctions on NYSE Arca on Tuesday from 8 a.m. Eastern Time (ET) until 12 noon ET, the exchange said.

Opening auctions will run at 9:30 a.m. ET (1330 GMT) and closing auctions will run at 12 noon (1600 GMT), the exchange said.

"We stress that, as of now, there has been no damage to the NYSE Euronext headquarters that would impair trading floor operations," NYSE said in the notice.

The NYSE's headquarters is a few hundred yards (metres) up the street from areas of lower Manhattan that have been evacuated.

The contingency plan was described as "precautionary" given the unpredictability of the storm that has flooded parts of New York city.

Nasdaq OMX said in a trader alert late on Monday it would operate its production system in a testing capacity from 7:30 a.m. (1130 GMT) to 12 p.m. (1600 GMT). (http://r.reuters.com/fer63t)

In the event that the markets are able to open on Wednesday but the NYSE headquarters and trading floor in lower Manhattan are unavailable for trading, NYSE Arca would open and trade Tape A equities as usual.

NYSE and the smaller NYSE MKT would remain closed as per the contingency plan.

The NYSE had said on Sunday it planned to close its trading floor and to move all trading to its electronic market.

It backtracked on that idea after traders and regulators expressed concern about moving everything to the all-electronic venue, a plan tested on March 31 but never used live, given the difficulties and low staffing levels due to the storm. How To Help A Loved One Experiencing Domestic Violence | Fem2pt0

Domestic violence, dating violence, relationship violence ? no matter how we label it?s not something we like to talk about. Or perhaps more accurately, it?s not something we know how to talk about ? especially when it?s happening to someone we love.

But it?s really important we learn how to talk about it ? in ways that actually help people going through it (which is far more difficult than you may think).

Why is it important to talk about? Because:

In short, you probably know more people experiencing domestic violence than you think.

What Doesn?t Work

So if you see red flags, what can you do to help someone?

Your first instinct may be to tell the victim that what they?re experiencing is domestic violence and they need to get out.

And when they look at you in surprise or act defensive and say ?I don?t know what you?re talking about?, you?ll probably be confused or feel upset and insist that they leave.

And when they say they?re not being abused (even though you?ve seen the bruises, heard the insults, and watched their self-esteem crumble) or that they can?t leave, you may throw up your hands in frustration and walk away thinking, ?well if they want to stay??

STOP ? Before you go down this very well-intentioned but disempowering path, remember their abuser has probably been working very hard to isolate the victim and destroy their self-esteem and sense of self-worth through emotional, verbal, physical, sexual, financial, and identity abuse.

This can create strong entrenched feelings of shame and embarrassment and often ?victims of domestic violence try to hide what?s going on from their family, friends, colleagues, and any other supportive person or network ? unless the abuser has already driven them away.

And while we know you have good intentions, telling them what they?re experiencing and what they should do about it can further isolate the victim who may or may not be ready to confront their abuse.

It is so important to let the victim determine the next steps, to make their own decisions and take back the power and control over their own lives.

When we make decisions for others, when we try to help them do what they are not ready to do for themselves, we are taking their power and control away from them.

For victims to find the strength and courage to safely navigate away from an abuser, they?re going to need confidence in their power and control over their own story and situation.

And that?s something you can help them with ? reflect back to them the power and control they do have and the good decisions they make everyday. ?This can help them find strength faster.

So how do you have these conversations?? They?re not always easy but here?s a list of ways you can support someone you care about to become empowered and take action to escape the abuse.

Get Support from Your Local Domestic Violence Program

Realizing that someone you care about is being abused is tough and knowing how to approach them may seem even more daunting.

Remember, you?re not alone.? You can reach out to people?s whose job it is to help people in these situations and lean on their advice.

When you call your local domestic violence program, talk to them about:

  • What you can say in the first conversation, especially to better understand what YOU feel comfortable saying. You can even practice with them or role play to make sure you?re not projecting any judgement.
  • What the victim can expect if they call a domestic violence hotline. This can help remove any mystery or fear around reaching out for help.
  • What rights, options and local resources a victim can access in your area.
  • A few basic safety planning tips to help the victim get to a safe place when they can connect with an anti-domestic violence advocate. Safety planning is a tool to help victims think through ways and resources they have ?to try to mitigate a violent situation. Each safety plan is tailored to the victim?s specific situation and needs.
  • How you?re coping with knowing someone you care about is being abused. The impact of abuse isn?t isolated to the victim and can also affect those who care about them. Vicarious trauma is real. So it?s important as you?re supporting them through this situation, that you are also getting support. For survivors of abuse, this is particularly important because it can trigger past trauma, bringing back difficult memories and emotions and leading us to project ourselves into their situation.

Talk To Them For the First Time About the Abuse

The most important thing in such conversations is to communicate your concern without judgment. Let the victim tell their own story and decide their own process.

Remember, no one understands their abuser and their situation better than them. While you may have seen some signs of abuse, there?s probably many things you don?t understand about the relationship that impact how they think and feel.

Instead, focus on creating a space where they can realize their own power and control over their lives and decide what steps they want to take. Remember, this is about them, not you and what you want for them.

Some things to keep in mind during the conversation are:

  • Use words that convey concern about their safety without judgment for their relationship or abuser. Asking why they?re staying with such a terrible person will likely cause them to shut down. Instead, use language like, ?When I saw X happen, I became concerned about your safety. Have you thought about talking to someone about what you are going through?? or ?I?ve heard similar things from other people and I know there are free and confidential hotlines available at any time of the day or night.? This type of language helps them realize they are not responsible for the abusive behavior nor do they have to defend it.
  • Reflect their own power and control back to them while showing your support. One example is, ?Here are resources when you?re ready. I encourage you to make that call. But I want you to know that this is your situation and you know what is best for you. Is there anything I can do to help??
  • Meet them where they?re at and don?t try to change their mind. What they choose to do should be respected, even if it?s to remain with the abuser. While some want to get out of the situation, some may just want the abuse to end. Abusers are not all one-sided evil people, they are complex human beings and some may have been victims in the past as well. Talking to someone safe about what they?re experiencing, seeking out options for the abusers to address their use of violence, or reporting them to the police are all valid options if that?s what the victim wants. What?s important is that they decide who they reach out to and when.
  • Remind them that no one deserves to be abused and that nothing they have done justifies violence against them. Due to the abuse, they may have internalized the batterer?s words that it?s all their fault, that they?re not good enough, that they deserve to be treated this way, and/or that no one else will love them. So reflect back to them that they are good, important, and lovable and deserve better.
  • Be a non-judgemental sounding board as they try to figure out what healthy and unhealthy relationships look like, particularly around emotional and verbal abuse. In our society, unhealthy behaviors like name calling and lashing out in anger are normalized. But in healthy relationships, people acknowledge when they make a mistake or did something wrong and apologize ? abusers don?t. So help them think through how their partner handles conflict. If the batterer does not acknowledge when they do something wrong and blames their partner for their behavior, it can help the victim see the pattern of controlling behavior.
  • Share with them services they can access and how these services can help. Offer your support by accompanying them to a domestic violence organization or be with them when they call a hotline. Remember, don?t push them into doing anything, not only is it controlling and disempowering, they are less likely to follow through.

Support Them through the Long-Haul

Remember, on average it takes 7-13 attempts at leaving before a victim is able to break free from an abusive relationship. And leaving can be the most dangerous time in an abusive relationship and in fact is when most victims are murdered. Leaving takes thoughtful planning, requires established support and needs to be done safely, especially when there are children involved. ?So your first conversation may not lead to change.

But at least you?ve planted the seed that they deserve better and there are people who can and will help.

Depending on the extent of the damage the abuser has done to their self-esteem and sense of self-worth, it can take a long time for a victim to have the strength to take any action other than what they are already doing to cope with the abuse.

So it?s important that you mange your expectations about the impact of your support. You can?t save anyone but you can be there for them, unconditionally.

Otherwise, you can easily end up feeling frustrated and resentful. It can lead to moments where you want to cry out, ?why don?t you just leave??, ?just listen to me and go talk to this organization!?, or even ?I spent all this time researching services for you and you didn?t even call me back!?

It?s not uncommon for people to want to rescue others. While it?s well-intentioned, when we try to solve other?s problems for them, we disempower them.

At the same time, supporting someone in an abusive situation can be difficult and scary. As we mentioned already, get support for yourself from the local domestic violence agency. If you?re a survivor, it?s especially important to take care of yourself so you are not triggered and reliving your own trauma history.

If You Remember Nothing Else

If all this seems overwhelming, remember these words, ?No matter what you decide to do, I will support you and I will be here for you whenever you need me.?

Or if you can?t or don?t want to say that, how about, ?There are free and confidential services that can help you any time of the day or night. You are not alone.?

With these words, you?ve respected their autonomy and reflected back that you trust them to make the best decision for themselves.

And if you say this often enough, it may rise above the abuser?s voice long enough for them to take action to end the abuse.

EU considers sending 200 troops to train Mali army

BRUSSELS (Reuters) - The European Union is considering sending about 200 troops to train Mali's army to retake the Islamist-held north, but is not willing to deploy them in battle, EU officials said on Tuesday.

Fears are growing in Europe that the African country could turn into a platform for terrorist attacks, after Islamist fighters seized two-thirds of its territory earlier this year.

"There is a willingness among member states to put boots on the ground - but only on the parade ground," one of the EU officials said. "I haven't heard from member states a willingness to put people in the field."

The EU discussions are among international efforts to mobilize against the militants in northern Mali, which has attracted Islamists, criminal networks and Al Qaeda-linked gunmen.

The militants are recruiting hundreds of locals, including children, and a trickle of foreign fighters. The EU officials said the region was becoming a haven for traffickers - of people, drugs and cigarettes - and that this money was financing terrorists.

EU leaders said at a summit on October 19 that the Mali crisis was an "immediate threat" to Europe. Foreign ministers had called four days earlier for the EU diplomatic service to draw up a plan to help Mali's military.

Three such plans have been under consideration, said an EU official: help only with training; training plus reform of the army's structure; or both of these, plus mentoring.

The third scenario envisaged sending EU troops into combat with Malian troops. But member states are not willing to risk sending their troops into combat, said the official.

LOW MORALE, CORRUPTION

Instead, EU member states had decided that a combination of training and restructuring was the best option. Roughly 200 trainers, protected by a security force of a similar size, might be involved, said another EU official.

The Malian army had 6,000 or 7,000 troops, which were mostly badly equipped and poorly trained, and suffered from low morale, corruption and nepotism, said the official, adding: "It needs civilian control and lines of command to be made clear."

France, the region's former colonial power, drafted an October 12 U.N. Security Council resolution asking African states and the United Nations for a Mali military intervention plan led by the West African ECOWAS bloc within 45 days.

ECOWAS has intervened militarily in past African conflicts, including the wars in Liberia and Sierra Leone.

The European Union is considering help for ECOWAS with military planning and logistics, and an EU planner was already in Bamako helping on this, one of the EU officials said.

The EU diplomatic service plans to report on its plan for Mali at the next EU foreign ministers' meeting, scheduled for November 19. After that, planning could take months, or as much as a year, said one of the officials.

"We don't overestimate the speed at which we can move," he said.

After being comprehensively beaten by the Sydney Sixers in their final match of the 2012 Champions League T20, Lions? skipper Alviro Petersen conceded that it was their worst showing in the tournament.

While both sides came into the finale at the back of wins, it was the Lions who had surprised the most with their relentlessness, beating top sides like Mumbai Indians, Chennai Super Kings and Delhi Daredevils.

Winning the toss, Haddin decided to ask the Lions to bat first, a decision that paid well after Sydney opened with spinners. Steve O?Keefe and Nathan McCullum brought down the openers, well complimented by Josh Hazlewood, as the Lions? top-four struggled for breathing space. The side eventually crumbled to 121, a target chased easily by Michael Lumb and skipper Haddin, bringing a close to the match well before time.

Disappointed with the performance, Petersen said, ?We just played some terrible cricket. We kept our worst game for last.?

However, the skipper did realise that coming so far into the tournament was an achievement in itself, especially given the lack of support the Lions had initially. ?I can't be [angry] because at the start of this tournament if someone said we would play in the final, I would have told them we are smelling their socks.?

While the top-four were dismal, managing to accumulate a total of 8 runs between themselves, the Lions did resist, with Sohail Tanvir, Thami Tsolekile and Dwain Pretorius adding a couple double-figures as Jean Symes racked up a fifty on the other end. While the middle-order was able to take the tally to 121, it was never enough against the Sixers. ?At one stage, it looked like we could get to 140 and then we could have competed,? said Petersen.

Sydney?s Michael Lumb ended up being the Player of the Match for his unbeaten 82, while their pacer Mitchell Starc was the Player of the Series for his 14 wickets in the tournament.

Despite having beaten the odds and reaching the final, the Lions were disappointed to lose out on the trophy ? as expressed by Petersen, ?We're obviously disappointed to go out like this.?

Heart Attack Rate Goes Down In Association With Smoke-Free Laws ...

The decline in the rates of heart attack and sudden cardiac death corresponds with the implementation of laws to promote smoke-free workplaces in Minnesota's Olmsted County, according to a new study in the Archives of Internal Medicine.

Mayo Clinic researchers found that the heart attack rate in Olmsted County went down by 33 percent 18 months after smoke-free workplace laws were implemented, compared with 18 months before the laws were implemented.

They also found that sudden cardiac deaths decreased by 17 percent from the 18 months before the laws went into effect and 18 months after.

"Moving forward, we should prioritize the enforcement of smoke-free policies, eliminating loopholes in existing policies as well as encouraging expansion of smoke-free policies to include multiunit housing, motor vehicles, casinos and outdoor locations," University of California, San Francisco experts, who were not involved in conducting the study, wrote in a related commentary in the journal.

The study included looking at the heart attack rates 18 months before the smoke-free law was implemented in the county in 2002, and the rates 18 months after all workplaces were made smoke-free in 2007.

Specifically, the researchers found that the number of heart attacks for every 100,000 people went down from 150.8 people to 100.7 people after the laws went into effect.

Previous research has shown that secondhand smoke claims more than 40,000 lives in the U.S. each year, LiveScience reported.

And a Harvard study presented just this past month at the annual meeting of the American College of Chest Physicians showed that in just 20 minutes, secondhand smoke causes impediments in airflow through a person's airway.

New Orleans could see fewer murders within six months - Nola.com

Police initiatives have come and gone over the years, but New Orleans' murder rate has remained frustratingly high. Now, the mastermind behind the city's new murder-reduction strategy says the city could be seeing fewer bodies on the ground within a matter of months.

"We should be seeing a real difference inside six months," criminologist David Kennedy said in an interview Friday after speaking at a Loyola University symposium on lethal violence.

Kennedy's ideas are the basis for a new component of Mayor Mitch Landrieu's "NOLA for Life" murder-reduction campaign.

Kennedy, who is the director of the Center for Crime Prevention and Control at the John Jay College of Criminal Justice in New York, said the concept is simple: Law enforcement agencies should focus their efforts on the fraction --?5 percent or so -- of the population that is committing murders,?offering them incentives -- both carrots and sticks -- to change their ways.

The first step took place Thursday afternoon in an Orleans Parish courtroom.?Landrieu, Police Superintendent Ronal Serpas, U.S. Attorney Jim Letten, District Attorney Leon Cannizzaro and others met behind closed doors with 40 of the city's most violent parolees and probationers.

The officials delivered a clear message: "We know who you are. We know who your friends are. We know where you go. We know everything about you," Landrieu recited after the meeting.

A murder victim's mother implored the group to think about the pain that affects victims' families, including their own.

Also attending the meeting were social service providers, Kennedy said. They offered the ex-cons a way out of a life of violence through GED classes, vocational training and other services. About half of the group signed up for services on the spot, Kennedy said.

The bigger message, he said, is that the full weight of state and federal law enforcement is prepared to pounce on?gangs or associations at the next episode of violent gunfire.?In short, one member's misconduct will cost the entire group in the form of an onslaught of federal and state law enforcement pressure.

"The point is to make it clear that the odds have changed so people put their guns down," Kennedy told the audience at Loyola. "The point here is to reverse the peer pressure so that the group will police itself."

An inordinate share of crime can be traced to?a few people, Kennedy said. Even though gangs or criminal groups make up only a fraction of the population, they are associated with more than 75 percent of cities' serious violence,?he said.

"We need to stop stopping people for no good reason and focus on the key players," he said.

The approach calls for police to prioritize?actions against known key violent offenders, rather than focus on overall arrest rates, and in turn, reduce mass incarceration. The?model has proved successful in cities like Boston, Cincinnati and Los Angeles, Kennedy said. Although murders are up in Chicago overall, certain neighborhoods where?the program?was implemented have seen success,?he said.

"We think the violence is about money, and hardly any of it is," Kennedy said. "It's overwhelmingly about the street code."

That "street code" dictates that disrespect should be answered with violence, that groups should not fear death or prison and that there will be no "snitching." While that code drives violence in neighborhoods across America, it is "unquestionably" pervasive in New Orleans, Kennedy said.

Confronted with a?community's silence after a murder, Kennedy said, police tend to think, "Nobody's saying anything because everybody's living off drug money."?However, what really drives the "no snitching" rule is people's?lack of faith in authorities because they are used to being racially profiled and treated poorly by cops, he said.

"There is a toxic schism between the community and law enforcement," he said.

That's where, hopefully, the new federal consent decree calling for reform of the New Orleans Police Department?could boost the department's standing within the community and overcome the "street code," Kennedy said. He pointed to Los Angeles and Cincinnati as cities where sweeping police reforms aided in reducing homicide rates.

"I think if you do it right, they reinforce each other," he said.

In New Orleans, Kennedy noted, officials have shown overwhelming support for the new strategy. Even NOPD officers have been supportive of the approach.

"They're placing it as an unquestioned priority," he said. "They mean it."

I see a countless numbers of students complete vocational training programs in health care, accounting, computer applications, and more who ? despite their high scores on these technical skills ? cannot obtain and/or maintain employment because they?re unable to communicate with employers, co-workers and customers. For some, the employers gives them a try, just to see how it goes; but it?s not long before they?re let go.? We cannot neglect the importance of this skill as a core, foundational employment skill.

Loneliness Ups Health Risks for SeniorsAdopting a positive attitude later in life offers a prescription for staying healthy during one?s golden years, according to a new study.

New research from Carsten Wrosch, Ph.D., a professor in Concordia University?s Department of Psychology, shows that older adults who approach life with a positive outlook can reverse the negative health issues associated with a lonely life.

?Our aim was to see whether using self-protective strategies ? such as thinking positively and avoiding self-blame in the context of common age-related threats ? could prevent lonely older adults from exhibiting increases in stress hormones and inflammatory biomarkers,? said Wrosch.

To test this, the research team followed 122 senior citizens over a six-year period. They measured self-protective strategies with a questionnaire where participants were asked to rate statements such as, ?Even if my health is in very difficult condition, I can find something positive in life,? or ?When I find it impossible to overcome a health problem, I try not to blame myself.?

The research team also asked the participants to what extent they felt lonely or isolated during a typical day.

The researchers also used saliva and blood samples to measure how much cortisol and C-reactive protein (CRP) the participants produced.

These two biological markers were chosen because cortisol is responsible for stress-related changes in the body. People with elevated CRP, on the other hand, are at increased risk of inflammatory illnesses such as diabetes, hypertension and cardiovascular disease.

Their findings showed that positive thinking helped protect against an increase in cortisol secretion. Four years down the road, additional tests showed the participants? CRP levels had improved.

The researchers report that for those older adults who did not report feelings of loneliness, this type of thinking had no effect, supposedly because their social networks may help them deal with age-related problems.

Overall, these findings could contribute to successful aging, according to Wrosch.

?It?s my hope that our research may improve clinical treatment of lonely older adults,? he said.

?Older adults can be taught through counseling or therapy to engage in self-protective thoughts like staying positive when it comes to their own health. That means a better quality of life, both physically and mentally ? something we all want at any age.?

The study is set to be published in Psychosomatic Medicine.
